中華人民共和國標準化法 英文怎么說

第一條 為了保護未成年人的身心健康，保障未成年人的合法權益，促進未成年人在品德、智力、體質等方面全面發展，培養有理想、有道德、有文化、有紀律的社會主義建設者和接班人，根據憲法，制定本法。

國家標準的基本參數

我們國家標準分為強制性國標（GB）和推薦性國標（GB/T）。國家標準的編號由國家標準的代號、國家標準發布的順序號和國家標準發布的年號（發布年份）構成。強制性國標是保障人體健康、人身、財產安全的標準和法律及行政法規規定強制執行的國家標準；推薦性國標是指生產、檢驗、使用等方面，通過經濟手段或市場調節而自愿采用的國家標準。但推薦性國標一經接受并采用，或各方商定同意納入經濟合同中，就成為各方必須共同遵守的技術依據，具有法律上的約束性。

《中華人民共和國標準化法》將中國標準分為國家標準、行業標準、地方標準(DB)、企業標準(Q/)四級。截至2003年底，中國共有國家標準20906項（不包括工程建設標準）

國際標準由國際標準化組織（ISO）理事會審查，ISO理事會接納國際標準并由中央秘書處頒布；

中國標準按內容劃分有基礎標準（一般包括名詞術語、符號、代號、機械制圖、公差與配合等）、產品標準、輔助產品標準（工具、模具、量具、夾具等）、原材料標準、方法標準（包括工藝要求、過程、要素、工藝說明等）；按成熟程度劃分有法定標準、推薦標準、試行標準、標準草案。

主要職責

中國國家標準化管理委員會的主要職責是：

（一）參與起草、修訂國家標準化法律、法規的工作；擬定和貫徹執行國家標準化工作的方針、政策；擬定全國標準化管理規章，制定相關制度；組織實施標準化法律、法規和規章、制度。

（二）負責制定國家標準化事業發展規劃；負責組織、協調和編制國家標準（含國家標準樣品）的制定、修訂計劃。

GMP標準介紹

GMP是英文單詞Good Manufacturing Practices的縮寫，它最初是由美國坦普爾大學6名教授編寫制訂，20世紀60-70年代的歐美發達國家以法令形式加以頒布，要求制藥企業廣泛采用。中國自1988年正式推廣GMP標準以來，先后于1992年和1998年進行了兩次修訂。

GMP要求在機構、人員、廠房、設施設備、衛生、驗證、文件、生產管理、質量管理、產品銷售與回收、投訴與不良反應報告、自檢等方面都必須制訂系統的、規范化的規程，通過執行這一系列的規程，藉以達到一個共同的目的：

防止不同藥物或其成份之間發生混雜；

防止由其它藥物或其它物質帶來的交叉污染；

防止差錯與計量傳遞和信息傳遞失真；

防止遺漏任何生和檢驗步驟的事故發生；

防止任意操作及不執行標準與低限投料等違章違法事故發生；

制訂和實施GMP的主要目的是為了保護消費者的利益，保證人們用藥安全有效；同時也是為了保護藥品生產企業，使企業有法可依、有章可循；另外，實施GMP是 *** 和法律賦予制藥行業的責任，并且也是中國加入WTO之后，實行藥品質量保證制度的需要----因為藥品生產企業若未通過GMP認證，就可能被拒之于國際貿易的技術壁壘之外。

由此可見，GMP的推行不僅是藥品生產企業對人民用藥安全有效高度負責精神的具體體現，是企業的重要象征，也是企業和產品競爭力的重要保證，是與國際標準接軌，使醫藥產品進入國際市場的先決條件。因此可以說，實施GMP標準是藥品生產企業生存和發展的基礎，通過GMP認證是產品通向世界的"準入證"。
